Background

The Center for Accelerated Women’s Economic Empowerment (CAWEE), established in 2004, is a leading organization dedicated to empowering women entrepreneurs in Ethiopia. CAWEE focuses on women engaged in Small and Medium Enterprises (SMEs), particularly those involved in export-oriented sectors. With nearly two decades of impactful initiatives, CAWEE continues to build globally competitive Ethiopian women entrepreneurs.


About the Mabqat Program

CAWEE is implementing the Mabqat Program in partnership with the Mastercard Foundation, Ethiopian Enterprise Development (EED), and PETCO Ethiopia (the program lead).
“Mabqat” (ማብቃት) translates to empowerment, reflecting the program’s goal to create dignified and meaningful employment opportunities for young women and men in Ethiopia.

Key Manufacturing Sectors Covered:

  • Leather

  • Textile and Garment

  • Handcraft

  • Agriculture

  • Solid Waste Management


Program Overview

Program Target:

  • 240,000 youth engaged in work (80% young women)

  • 6,355 SMEs supported (40% to receive financial access)

Geographic Coverage:
Sidama Regional State, Central Ethiopia, Tigray, Amhara, Addis Ababa, Oromia, South Ethiopia, and Dire Dawa City Administration.

Implementation Period: June 2024 – May 2029


Program Objectives

The Mabqat Program aims to:

  • Enhance youth skills—especially young women—to meet market-driven manufacturing demands.

  • Increase SME productivity and competitiveness to create sustainable jobs.

  • Strengthen financial systems that improve SME access to affordable financing.

  • Foster collaboration among stakeholders to build a supportive environment for manufacturing-focused SMEs.


Training Initiative: SME Capacity Building

As part of Intervention Area 1: SME Capacity Building, CAWEE seeks a qualified Entrepreneurial Mindset Training Institution or Trainer to deliver high-quality, practical, and motivational training under the Mabqat Program.
The focus will be on participants in textile, garment, and leather sectors, enhancing their entrepreneurial thinking, innovation, and business management capabilities.


Objectives of the Entrepreneurial Mindset Training

The main objectives of the training are to:

  • Develop participants’ creativity, problem-solving, and entrepreneurial attitude.

  • Equip SMEs with tools to identify opportunities, manage risks, and drive business growth.

  • Foster resilience, adaptability, and innovation in business operations.

  • Strengthen leadership, strategic planning, and decision-making skills.


Scope of Work

Curriculum Development

The selected trainer/institution will design a comprehensive curriculum covering:

  • Entrepreneurial mindset and growth-oriented thinking

  • Idea generation and opportunity recognition

  • Goal setting and business vision creation

  • Strategic decision-making and problem-solving

  • Leadership and team management

  • Resilience, motivation, and adaptability in business

  • Business ethics and sustainability

  • Human Resources Management

Training Delivery

The training should be interactive and practical, including workshops, group exercises, and case studies for:

  • New and aspiring entrepreneurs

  • Existing SME owners seeking growth

  • Women and youth-led businesses under Mabqat

Dynamic Training Methodology

Trainers should develop learner-centered materials, such as:

  • Printed and digital manuals

  • Role-play and case study activities

  • Online learning modules

  • Toolkits and practical exercises

Assessment and Certification

  • Apply pre/post assessments to evaluate learning outcomes.

  • Provide certificates of participation upon successful completion.


Target Audience

The training primarily targets:

  • Mabqat Program participants in the textile, garment, and leather sectors

  • Entrepreneurs and SME owners seeking to build entrepreneurial capacity

  • Young women and men planning to start or expand their businesses


Duration, Target Number & Locations

Training Duration: Short courses of 1–2 days
Target Number: Maximum of 100 trainees per coordination center
Session Size: Not more than 50 trainees per session

Coordination Centers:

  • Addis Ababa

  • Hawassa

  • Bahir Dar

  • Dire Dawa

  • Mekelle

Budget Note:
Budgets must include training venue costs, travel, trainer accommodation, and per diem. Provide a breakdown per trainee.


About You

Required Qualifications

The institution or trainer must demonstrate:

  • Proven expertise in entrepreneurship and mindset development

  • Trainers with experience in business coaching, mentoring, and facilitation

  • Access to adequate facilities and learning resources

  • A successful track record in similar entrepreneurship programs


Proposal Submission Requirements

Interested institutions or trainers should submit a complete proposal that includes:

  • Detailed description of the proposed training program

  • Curriculum outline and methodology

  • Profiles and qualifications of trainers

  • Description of learning tools and facilities

  • Proposed budget breakdown (by trainee, day, and location)

  • Evidence of previous training engagements (reports or testimonials)
