General background information
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability.
UNIDO’s mission, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) with programmatic focus structured in four strategic priorities: creating shared prosperity, advancing economic competitiveness, safeguarding the environment, and strengthening knowledge and institutions.
The Department of Agri-Business (DTA/AGR) of UNIDO provides a range of technical cooperation services to assist developing countries in adding value to the output of their agricultural sector and in generating employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions.
The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programs, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin.

Objective of the project
UNIDO is a specialized agency of the United Nations to promote industrial development for poverty reduction, inclusive globalization and environmental sustainability. In this regard, along with the FDRE Ministry of Trade and Industry as a counterpart, UNIDO is implementing a Leather Initiative for Sustainable Employment Creation (UNIDO-LISEC), financed by the EU Emergency Trust Fund (EUTF). This initiative aims to contribute in the reduction of the irregular migration of people from Ethiopia by creating greater economic and employment opportunities especially for young women and men through enhancing the development and economic competitiveness of the Ethiopian leather sector along the value chain. UNIDO-LISEC applies an implementation modality called Program for Country Partnership (PCP) which anticipates the engagement of the beneficiary country, in this case Ethiopia, in general and the relevant stakeholders in particular.
One of the project outputs relate to Output -3 and focuses on promotion of investments in/around Modjo Leather City (including MSMEs clusters) for both domestic and foreign companies’ whose implementation is in progress. The activities of Output-3 include promotion and development of the Modjo MSME cluster projected to manufacture footwear and leather goods. In the process of employment creation activities, Modjo City Administration has identified 100+ unemployed youth that include both women and men (women being 65%).
Job Requirements
UNIDO-LISEC is seeking for a local service provider to deliver a customized gender sensitive Mindset and Entrepreneurship Skills Trainings for 111 youth in four rounds with a maximum of 29 participant per session in Modjo city, Oromia Ethiopia.
In this regard I have enclosed the ToR to be advertised on your platform as such we are looking for experienced firms to participate in the bid. Hence Bidders shall provide the following documentation upon the bid submission:
- Bidders should provide documentary evidence of a minimum of three contracts awarded and served within the past five years proving relevant national experience in supplying of similar training;
- Required standards certificates;
- Experience with the United Nations (if any);
- Currency offer should be indicated in ETB;
- Company profile;
- License to operate/trade in Ethiopia (including TIN Certificate for VAT purposes);
- Financial offer (the price offer should be valid a minimum of 8 weeks);
